Simple solution from the line animals....
Pictures and prints on entry. Use Livescan. Enter data into NCIC

Create a file to go with their VISA. I run them on the computer in my squad when we find them on traffic stops, domestics, etc. Call Customs / INS to send the bus to pick them up.
First INS needs to buy a bunch of buses. And keep Congress out of it!
