China's good move

ARTICLE: China tries 'soft power' with aid ship, By Chris O'Brien, Washington Times, January 26, 2009

Good move (this is what I preached when with PLA long-range planners in Beijing) and, as I argue in Great Powers, we need to recognize our "younger selves" in such signaling.
