What this says is that SysAdmin non-kinetics pay high dividends, whereas the Leviathan's kinetics do not.
Doesn't mean we never do the latter. Just means we try to maximize the latter, publicizing it like crazy.

Does it also mean minimizing the former? Seems to me that our official efforts have been sadly unbalanced during this administration. It is hard to win a PR war when you give your opponent so much ammunition. Dead children and 2 million refugees trump building new schools every time.
