IMO, traditional, more zero-sum societies prefer to speak of justice, while modern, non-zero-sum societies prefer to speak of democracy.
When there's only so much to go around, you worry about fairness.
When wealth creation is unlimited, then it's all about getting your way and making YOUR voice heard.
Democracy is hard, as one wag puts it. If it wasn't, everybody would have it.

Fundamentally, a debate over risk - should we prioritize security or opportunity ?
Backward, subsistence/commodity-export economies create risk-averse mentalities because the thin margin is a question of survival. Economic growth widens that margin which is why internal economic liberalization matters.

It's a chicken-and-egg puzzle. Sometimes you give economics the priority, sometimes you give security the priority, sometimes you give something else the priority. Different countries will have room for improvement in different areas.
