Petraeus knows how this should end

The Petraeus quote says it all WRT the SysAdmin:

The vision thing is really important. You have to visualize what security here should look like when you're gone.

Over the weekend I saw an ex-general on TV state that Petraeus is doing his part magnificently. But that our troops are being failed tremendously by the administrations lack of an over-arching middle-east policy.
I took this to mean for the region vs Iraqi Gov. issues or Pal/Isreali issue. Could you comment? Is this about the regional coalition security sharing architecture you talk of or something else?
