ARTICLE: "Fewer Hands Steering Iraq Policy: As 'Surge' Continues in Baghdad, Washington Officials Drift Away," By Greg Jaffe and Yochi J. Dreazen, Wall Street Journal, May 15, 2007, Pg. 4

Sectarian killing resembles fights among siblings. Parents must let the siblings fighting out to establish dominance by one of the siblings as way to stop fighting forever.
Nations behavior are similar to little kids and animals. This also applies to Thomas T.M. Barnett's believes on "outside of the Cord or disconnectiveness and abnormal behavior". Animals do not stick to the group will be killed by a predictor quicker because of it's disconnectiveness. The preditor will naturally pick on the prey that has broken off from a group during the chase or during feeding time.
